Guidance note 1: twelve reasons why climate change adaptation monitoring and evaluation is challenging

Guidance for M&E of climate change interventions:

This guidance note addresses the critical role monitoring and evaluation (M&E) will play in informing and improving climate change adaptation (CCA) polices and activities. It identifies twelve challenges that make M&E of CCA programmes difficult, and highlights strategies to address each. While most are not unique to CCA, together they present a distinctive package of dilemmas that need to be addressed.
