Habitat Risk Management Programme (HRMP)
This brochure addresses construction and land-use planning to mitigate the risk against hazards in earthquake-prone regions, and especially in the inhabited areas in Pakistan. It presents a programme which aims: (i) to build the resilience of communities to hazard risks (both natural and human induced); (ii) to promote the concept of ‘safe haven shelters’ within hazard prone mountain villages of Northern Pakistan; and (iii) to mainstream disaster reduction into development through implementing structural mitigations.
The programme was created by the Aga Khan Planning and Building Service, Pakistan (AKPBS,P) in 2005 and also intends to work towards: (i) non-structural mitigation by raising public awareness on disaster risk reduction; (ii) mobilizing village organizations for better planning and development; (iii) training local craftsmen and community members on secure and affordable technologies and vulnerability assessment techniques; and (iv) providing valuable technical advice for improved construction and retrofitting.
