India: Human resource plan for disaster management capacity building
A framework in which the Indian government has laid out an action plan for reducing the country's vulnerability to potential hazards that are relevant to India, including: environmental disasters such as earthquake, landslide, flood, drought, cyclone, cold wave, heat wave, chemical disaster, fire, epidemic or pest attack; technological and sectoral disasters; as well as civil, war and festival-related disasters. Through this National Disaster Framework, the Government of India has included disaster mitigation into the development process and emphasized the importance of climate‐change awareness, incorporating institutional mechanisms, disaster prevention strategies, early warning systems, disaster mitigation, preparedness and response and human resources development.
The plan highlights the following steps: (i) assessing current disaster risk reduction practice; (ii) identifying needs not met by the current practice; (iii) analyzing institutions to assess their vulnerability in the face of a hazard; (iv) identifying needs in capacity development; (v) prioritizing training and educational needs; (vi) formulating a budget for improved disaster management practices; and (vii) setting a time frame for improvements in risk reduction.
