La población migrante en la reducción de riesgo y atención de emergencias en América Central
Este estudio se enfoca en los países miembros del Centro de Coordinación para la Prevención de los Desastres Naturales en América Central (CEPREDENAC), institución especializada del Sistema de la Integración Centroamericana (SICA) conformado por Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panamá y República Dominicana.
El objetivo general del estudio es identificar la medida en la cual la población migrante está siendo incorporada en los marcos normativos e institucionales de los Sistemas Nacionales de Reducción del Riesgo y Atención de Emergencias de los países miembros del CEPREDENAC, según como lo establecen los principales instrumentos normativos en la materia. Así mismo, se busca ofrecer recomendaciones prácticas para fortalecer dicha incorporación, de manera que las políticas públicas y marcos operativos en la materia tomen en cuenta a las personas migrantes y sus necesidades de protección, durante la preparación y respuesta a un desastre.
El estudio analiza y profundiza en los instrumentos de reducción de riesgo de desastres de los países clasificados en: leyes, reglamentos y decretos (de carácter vinculante), políticas y planes (de carácter programático y estratégico); y finalmente manuales, guías y protocolos (de índole operativo), sobre la base de la información disponible y hecha pública, a fin de determinar la medida en que se está incluyendo a la población migrante en estas agendas nacionales.
