Learning from experience to plan for recovery
This document describes the recovery strategies and projects implemented in the wake of two natural hazards in Ecuador: the prolonged eruption of the Tungurahua volcano, whose impacts have extended far beyond its direct zone of influence; and the intense rainy season of the first half of 2008, which affected 13 of the country’s 24 provinces.
This paper takes into consideration the political and operational context, the design process of the projects, and the factors which resulted in successful recovery strategies. The final section of the paper describes the transition from the response phase to the recovery phase after the adverse effects flooding and volcanic ash on Ecuadorian society.
