This issue of Liaison focuses on disaster preparedness initiatives and looks at how the military, humanitarian and private sectors can all contribute to building stronger communities. It discusses disaster preparedness and how, given that the likelihood of a back-to-back crisis is low, there is a natural tendency after a major incident to take a break. However, it is in this period of relative “calm after the storm” or "Phase 0" that the most progress can be made to improve resilience.

The issue features a broad range of stories including The Private Sector as a Key Actor in Disaster Management and Partners for Resilience - a story on disaster preparedness and risk reduction in the Philippines.
