Minimum standards for education in emergencies, chronic crises and early reconstruction
The Minimum Standards for Education in Emergencies, Chronic Crises and Early Reconstruction echo the core beliefs of the Sphere Project: that all possible steps should be taken to alleviate human suffering arising out of calamity and conflict, and that people affected by disaster have a right to life with dignity.
The Minimum Standards for Education in Emergencies, Chronic Crises and Early Reconstruction are designed for use in emergency response, and may also be useful in emergency preparedness and in humanitarian advocacy. The resulting minimum standards are built on the foundations of the Convention on the Rights of the Child (CRC), the Dakar Education for All (EFA) framework, the UN Millennium Development Goals (MDG) and the Sphere Project’s Humanitarian Charter. The CRC, MDG and EFA state the right to quality education for all, including those affected by emergencies. This handbook is a tool to be used in efforts to achieve a minimum level of educational access and provision to fulfil this right.
