National Plan for Disaster Management (2016-2020): Building resilience for sustainable human development
The National Plan for Disaster Management (NPDM) 2016-2020 is a successor of the previous NPDM 2010-2015, which was the first policy document of its kind. NPDM 2010-2015 reflected a paradigm shift from disaster relief and response to a comprehensive risk reduction culture, with emphasis on capacity strengthening. It helped achieve several milestones leading to the Disaster Management Act (2012). NPDM 2010-2015 was drawn from regional and global frameworks including the SAARC Disaster Management Framework and the Hyogo Framework of Action. It recognized the need for addressing emerging risks, thus setting the context for NPDM 2016-2020.
The purpose of NPDM 2016-2020 is to guide implementation of the Disaster Management Act 2012, allowing Government of Bangladesh ministries and other agencies to use it to produce their Annual Work Plans. The plan takes a ‘whole-of-Government’ approach, and it also attaches importance to engagement of the private sector.
