Norway's humanitarian policy: an effective and integrated approach
The intention of this strategy is to set the direction for Norway’s humanitarian policy and response in the years ahead, and to highlight key areas for action that are important for meeting the greatest humanitarian challenges of our time.
First, this strategy gives priority to responding to the protection crisis that is exacerbating the humanitarian situation in Syria, Yemen, South Sudan and many other conflict-affected countries. It increases the focus on protection, with particular emphasis on combating sexual and gender-based violence and safeguarding women’s rights, protection of children and young people, and protection of civilians against mines and other explosives.
Second, this strategy aims to break the downward spiral that is turning protracted, complex crises into the new norm in several regions. It is often the same areas that are affected by armed conflict, climate-related crises and refugee crises, and these conflicts and crises are mutually reinforcing. The goal is to develop a new strategy for efforts in the field of disaster risk reduction and climate change adaptation, in which the humanitarian response will be an important dimension.
Third, this strategy will play a part in efforts to close the gap between the increasing humanitarian needs and the resources available, and to ensure that the limited resources reach those in greatest need.
