Peer review report: Republic of Moldova 2023
This peer review of disaster risk management and civil protection systems provides the Republic of Moldova with a unique opportunity to reflect on its readiness to cope with natural hazards and human-induced disasters and to identify ways of strengthening its prevention and preparedness policy and practices. It also facilitates the exchange of good practices. The peer review programme is a tool made available to civil protection authorities of Member States, participating states, enlargement and neighbourhood countries under the EU Civil Protection Mechanism legislation. It is managed by the Commission's Civil Protection and Humanitarian Aid department.
The Moldovan civil protection system is transitioning from disaster management to a disaster risk management (DRM) approach, focusing on prevention, preparedness, and response improvements. The General Inspectorate for Emergency Situations (GIES) is aligning the country's regulations with the EU Civil Protection Mechanism to enhance resilience. The system's strengths include governance, risk assessment, and emergency response. Recommendations focus on improving legislation, risk assessments, early warning systems, volunteer programs, and cross-border cooperation. Enhanced coordination and funding are essential for the continued development of Moldova's DRM system.
