The plumbing of adaptation finance: accountability, transparency, and accessibility at the local level
This working paper addresses the funding that has been mobilized by developed countries to meet commitments to provide scaled-up finance to developing countries under the UN Framework Convention on Climate Change (UNFCCC). It analyzes adaptation finance flows in Nepal, the Philippines, Uganda, and Zambia in order to answer questions related to: (i) the availability of international climate finance within developing countries; (ii) the way it is used; (iii) the owner of the fund; (iv) whether it reaches the local level or not; and (v) whether it meets the needs of the poorest and most vulnerable people or not.
