Priorities for the post-2015 disaster risk reduction international framework
This paper reviews the causes of the "positive but limited impact" of the Hyogo Framework for Action 2005-2015 (HFA), as per BOND Disaster Risk Reduction Working Group, namely: its duration, lack of “ownership” outside the humanitarian sector, the lack of measurable outcome targets, the lack of focus on the most vulnerable, the focus on national rather than local level, the focus on intensive rather than extensive risk and the sole focus on disasters caused by natural hazards.
In designing a post-2015 framework for disaster risk reduction (DRR) and a global post-MDG disaster resilience goal, BOND supports Oxfam's proposal for a reconfigured HFA2 and its 7 pillars: (i) risk assessment and database; (ii) reduce vulnerabilities; (iii) reduce hazards and exposure; (iv) flexibility and culture of safety; (v) financial mechanisms; (vi) prepare and respond effectively; and (vii) recovery and reconstruction.
It calls for the new framework to emphasize: accountability, the right to disaster protection, integration with the global development framework, local level focus, every-day hazards, focus on most vulnerable and the recognition of unequal and unjust power relations. It advocates for four important risk themes to anticipate and integrate in HFA2: (i) climate change; (ii) conflict; (iii) demographic changes; and (iv) protection of ecosystems.
