Re-shaping policy and institutions for integrating climate and disaster resilience
This paper is an accompanying policy brief to the document Changing climate, changing disasters: pathways to integration. It shares critical insights and learning from the second year of the Strengthening Climate Resilience (SCR) programme. It uses these two years of action, dialogue and research with partners seeking to strengthen climate and disaster resilience across Asia and Africa to provide a strong knowledge base to inform the process of creating a policy environment that can build resilience to climate and disaster risks. It (i) introduces the Climate Smart Disaster Risk Management (CSDRM) approach and its three pillars of action; (ii) presents the results of programme regarding building flexibility for learning and change, localising national policy, connecting knowledge for integrated responses and required innovation for change contexts; and (iii) proposes recommendations for national policymakers and donors.
