Robustness to shocks, readiness to change and new pathways for resilient industrialization
In this paper, the authors develop a Resilience Capability Framework focusing on the specific ways in which industrial capabilities contribute to countries' overall economic resilience, and the degree to which governments are central for leveraging, coordinating and deploying industrial capabilities to respond effectively and innovatively to a systemic crisis like a pandemic.
With specific references to both short-term solutions and more strategic long-term transformation plans, the authors emphasize the opportunities and systemic multiplier potential of a new industrialization model built around the bio-med-tech ecosystem and other strategic sectors. The pandemic has pointed out how, from a socioeconomic resilience perspective, industry sectors are not all the same. Some are more critical than others.
