Samoa: Disaster Risk Financing and Insurance
The economic growth of Samoa has been impacted in the past few years by two major disasters: the tsunami in 2009 and TC Evan in 2012. Growth was also impacted by the global financial crisis. To counter these shocks, Samoa has several disater risk financing and insurance tools in place and is able to reallocate resources swiftly following an event.
This country note makes the following recommendations to improve the existing Disaster Risk Financing and Insurance (DRFI) measures:
- develop and overarching disaster risk financing strategy aligned to existing processes;
- develop an operations manual detailing the processes required to facilitate swift post-disaster budget mobilization and execution; and
- develop an insurance program for key public assets.
