School safety context analysis - West Bengal and Bihar 2020
The Safe School Context Analysis (SSCA) is a research and analysis report comprising information for various stakeholders to advocate effectively for school safety at national/state level and the investments and efforts in this domain that may help to strengthen the policies and programmes. The research is focused at the state level of West Bengal and Bihar, specifically at the urban context of Kolkata and Patna.
The research is based on the indicators as described within the comprehensive school safety framework by GADRRRES:
- Pillar 1: Safe learning facilities;
- Pillar 2: School disaster management;
- Pillar 3: Risk reduction and resilience education.
In addition to addressing a wide range of softer aspects that are directly related to the safety of children in school, few more indicators were considered such as, Infrastructure, health, transportation, social and psychological safety, Coordination, networking, reporting and response mechanism; Emergency preparedness, disaster management and resilience education. These indicators have been aligned with the three pillars of comprehensive school safety. Desk research and stakeholder consultations provided a lot of insights and an in-depth understanding of the concerns of children and the reasons why achieving the safety of children is still a challenge.
