Shifting agendas: from response to resilience

Based on the Hyogo Framework for Action 2005-2015 and its mid-term evaluation, this document: (i) provides an overview of the current profile of disaster risk and the costs to society; (ii) introduces four fundamental challenges (humanitarian, urbanization, complexity and uncertainty) that underpin the changing landscape of disaster risk, making it harder to foresee the consequences of natural hazards and to respond effectively when they occur; (iii) calls for action throughout the entirety of the disaster management cycle, including embedding disaster risk reduction within development policy and programmes; and (iv) highlights the opportunity for more proactive engagement by engineers.
