Social vulnerability to floods: review of case studies and implications for measurement

This study focuses on the intersecting social vulnerability contexts of flood hazard, disaster phase, and national level of development. It identifies and profiles the leading drivers of social vulnerability to floods, with the underlying goal of strengthening the foundation for indicator development. To do so, authors conducted a meta-analysis of qualitative case studies of flood disasters. The article also features recommendations on how to improve quantitative indices of social vulnerability to floods.
