Survey of hazard mitigation planning
The report contains two recommendations aimed at improving the Hazard Mitigation Planning programme, which was designed to encourage state, tribal, and local jurisdictions to (i) identify the natural hazards that affect them and (ii) implement projects that will reduce losses from disasters, including development of land use and building code regulations. It evaluates the programme’s efficiency and effectiveness, and determines whether a more comprehensive audit was needed. In addition to the two recommendations that are made in order to assist FEMA in its management and oversight function, it calls on FEMA to implement a better system to track participants’ progress, and to continue ongoing efforts to address States’ concerns regarding plan reporting requirements.
