Sustainable hazard management in New Zealand: developing practice frameworks
This paper was presented at the International Decade for Natural Disaster Reduction (IDNDR) Conference on Natural Disaster Prevention, Land-Use Planning and Sustainable Development, held in Paris, France on 17-19 June 1999. It presents New Zealand’s emergency management reform which aims to replace existing response-oriented counter-disaster approach with a risk-based sustainable hazard management framework. The paper sets out key measures for improving community preparedness and resilience to disasters.
