An average of 26.4 million people are displaced by disasters every year. This document sets out an operational plan to assist Member States take forward the priorities of the Sendai Framework for Disaster Risk Reduction. The plan situates mobility at the centre of IOM’s efforts to support States to reduce risk and build resilience. It outlines a set of concrete assistance activities organized under Prevention, Preparedness, Response, Recovery and Partnerships, stressing the intrinsic links between mobility, risk and resilience.
