Technical guidance note for the establishment of national centre for hydrology and meteorology head quarter, national weather, and flood warning centre and scientific facilities
This document, prepared by Gerald J Fleming with peer review by Vladimir Tsirkunov from the World Bank, outlines a World Bank-financed project aimed at enhancing disaster resilience in Bhutan. The project, implemented by the Royal Government of Bhutan and the National Centre for Hydrology and Meteorology (NCHM), focuses on developing a new campus to improve weather, climate, and hydrology monitoring capabilities, supported by the Climate Investment Fund and other international partners.
Key recommendations are as follow:
- Integrate traditional Bhutanese architectural designs to reflect local culture and ensure resilience against natural hazards.
- Invest in advanced meteorological technology and continuous staff training to maintain high service standards.
- Promote public engagement through outreach programs to educate the community about weather-related risks and NCHM's services.
