Territorial dynamics in Europe: natural hazards and climate change in European regions

This document lists the exposure of European regions to climate change, hydro-meterological, geophysical and other natural hazards. Then, it evaluates the level of sensitivity, response capacity and vulnerability of European regions to natural hazards. Finally, it assesses the management of climate change and natural hazard risks.

The report recommends policy makers consider eight points: (i) Regions in South and South East Europe most exposed; (ii) Cities and core of Europe with high sensitivity; (iii)High response capacity in the North and West of Europe; (iv) Vulnerability determined by local conditions; (v) Vulnerability might rise in future; (vi) New opportunities arising, such as business opportunities and increased crop variety and yields; (vii) Better understanding of the territorial dimension needed; (viii) Integration of all levels of governance is key.
