This document focuses on environmental assessment, the natural starting point in the design of a project to explore natural hazards and related risk. It provides guidance in analysing the disaster risk-related consequences of potential projects via their impact on the environment and also the potential threat to projects posed by natural hazards, both for development projects in hazard-prone areas and, more briefly, for post-disaster relief and rehabilitation operations. It is intended primarily for use by development organisations but is also relevant for personnel of governments and private organisations involved in the design of individual projects.
The document is intended to be used by development organisations in adapting programming, project appraisal and evaluation tools to mainstream disaster risk reduction into their development work in hazard-prone countries. It is also of relevance to stakeholders involved in climate change adaptation.
