Towards an all-hazards approach to emergency preparedness and response: Lessons learnt from non-nuclear events
This report consists of a set of expert contributions that have been enriched with national experiences from countries such as the United States and Japan in an effort to learn from non-nuclear events and build an all-hazards approach to emergency preparedness and response (EPR). The report was compiled by the OECD Nuclear Energy Agency (NEA) in recognition of the common issues shared by both the nuclear and non-nuclear industries and lessons from non-nuclear events that can be incorporated into nuclear and radiological EPR.
The report shares lessons learnt in EPR for chemical industries, major accidents, natural hazard-triggered technological accidents (natech), and public health that encompasses physical, mental and social well-being. It examines key EPR considerations around the use of social media, private sector engagement, the training of leaders, and emergency drills and exercises.
