The aim of this paper is to review the application of Disaster Risk Reduction (DRR) methodologies related to tsunami risk, with a focus on south-east Asia, especially Indonesia and Sri Lanka, which were highly impacted by the 2004 Indian Ocean Tsunami.
This publication offers the following recommendations for bridging the potential implementation gap:
- more detailed studies regarding why priorities of the Hyogo Framework for Action (HFA) were not applied;
- provision of strong institutional basis to clarify the role and requirements of vulnerability and risk information;
- clarification of the roles of government agencies, local community and private sector;
- more work on the development of indicators and criteria to determine the use of vulnerability information;
- effective application of the knowledge about vulnerability aspects for successful implementation of DRR measures;
- making use of risk and vulnerability indicators and assessment methodologies.
