Uruguay: Ley Nº 18.621 creación del sistema nacional de emergencias

This law creates the National Fund for Disaster Prevention and Response. This Fund will be exclusively used to cover the prevention, mitigation, response and rehabilitation activities of the National Emergency System. The National Emergency System will have ownership and availability of the entire Fund. 

In Spanish:

Esta ley crea el Fondo Nacional para la Prevención y la Atención de Desastres. Dicho Fondo estará destinado en forma exclusiva a atender subsidiariamente las actividades de prevención, mitigación, atención y rehabilitación a cargo del Sistema Nacional de Emergencias. El Sistema Nacional de Emergencias tendrá la titularidad y disponibilidad de la totalidad del Fondo.
