Working Paper: What is a shock-responsive health system?
This working paper sets out a model of shock-responsiveness in health systems, which bridges perspectives from both ends of the humanitarian-development spectrum. It builds on much of the thinking on resilient health systems and emergency health preparedness and seeks to bridge the two. This model will be used as part of the Maintains programme, which seeks to support shock-responsive health systems in five countries – Ethiopia, Kenya, Uganda, Sierra Leone, and Pakistan. This is a working paper and the authors are actively seeking input from practitioners and policymakers.
