World risk report 2011: Governance and civil society
The core of the WorldRiskReport is the WorldRiskIndex. The concept of the WorldRiskIndex is based on the core understanding of risk within the natural hazards and disaster risk reduction community. In this context, risk is defined as the interaction between a natural hazard event (earthquake, flood, storm, drought, sea level rise) and the vulnerability of the exposed element or society.
The WorldRiskIndex is recorded and measured on the basis of four components:
- Exposure to a natural hazard or a climatic stimulus
- Susceptibility
- Coping capacities
- Adaptive capacities.
