Transboundary flood risk management: experiences from the UNECE region
This study aims to document practical experience, together with general conclusions, which can be applied throughout the UNECE region, in the field of flood management. It describes: (i) problems and progress made regarding transboundary flood management in 10 transboundary river basins in the region; (ii) tools for managing transboundary flood risk, for joint flood forecasting, flood warning and exchange of data, joint flood risk management planning and implementation; and (iii) useful legal and institutional arrangements for cooperation.
This publication is based on the discussion and findings of the Workshop on Transboundary Flood Risk Management organized under the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) in April 2009, in cooperation with the Government of Germany, the Government of the Netherlands and the World Meteorological Organization (WMO). It builds on the practical experience in ten river basins in the UNECE region.
