This paper argues that the increasing use of disaster risk governance today suggests a deeper problem with how disasters are being managed. It discusses the importance of strong collaboration of governments with the wider communities to reduce risks. This paper also highlights the role of national institutional and legislative frameworks under the HFA Strategy.
