This guide is a companion piece to the National Emergency Risk Assessment Guidelines (NERAG; available as Handbook 10 in the Australian Emergency Management Handbook Series). Those involved in implementing NERAG at state or local government levels should use this guide. It is designed for more experienced practitioners and for those new to emergency management; therefore, some of the concepts are more fully described.
