Development and testing of a community flood resilience measurement tool
This publication presents a framework and tool for measuring community-level resilience to flooding, built around the five capitals (5Cs) of the Sustainable Livelihoods Framework. The sustainable livelihoods framework seeks to take a more comprehensive and integrated approach to poverty than traditional interpretations, which largely considered poverty in relation to a narrow set of indicators (such as income and productivity).
This tool will generate a database of community-level information and experience with flooding. Data will be augmented by information from implementing NGOs regarding the community context, major events or changes in the community during the study period, and interventions implemented.
The implementation of the measurement tool, according to the authors, will lead to the following insights about community flood resilience:
- Typical community profiles;
- Patterns in strengths and weaknesses across the different categorizations;
- Correlations between different capacities;
- The effectiveness of different intervention types.
