Addressing loss and damage at the national level: Lessons from Bangladesh
This document reviews the national capacity of Bangladesh in avoiding losses and damages from disasters and discusses various projects undertaken in this regard. The projects are related to cyclone shelters, warning systems, risk transfer and microfinance.
The lessons learned identified in this paper include the following (pp. 16-17):
- In order to improve the quality of local-level data more sophisticated modelling technology will ultimately be needed.
- Better harmonising the Climate Change Adaptation (CCA) and disaster risk reduction (DRR) agendas could facilitate the development of more comprehensive risk management frameworks.
- Risk retention programs like social safety nets can play an important role in addressing loss and damage from both extreme weather events and slow onset climatic processes.
- There is a need to mainstream slow onset processes into the policies of the Ministry of Rural Development and Cooperatives.
