Unpacking Mainstreaming DRR-CCA in the Sub-National Level Development Planning

This brief presents experiences from a project on integrating disaster risk reduction and climate change adaptation in sub-national level development planning in India. The project is implemented in one district in each of the three project states: Gorakhpur (Uttar Pradesh), Almora (Uttarakhand) and Puri (Odisha). It demonstrates the integration of the Climate Resilience Framework and the Shared Learning Process in each state. This brief discusses the overall approach and the salient features of mainstreaming DRR-CAA in development plans at a district level and implications for the State and National level development planning.

The project finds that mainstreaming DRR and CCA in Development Plans at the district level will require an understanding sub-national policy, technical capacity and financial support requirements from higher-level government departments. While it is important to understand factors such as severity of weather extremes and exposure that directly influence the extent of damage due to disasters, it is equally important to consider the invisible drivers of vulnerability. Capacity development of government and communities is central to the process of mainstreaming.
