Community resilience planning guide briefs
These Guide Briefs supplement the NIST's Community Resilience Planning Guide for Buildings and Infrastructure Systems (NIST SP1190, vols. 1 & 2). Each of the guide briefs states which particular sections of the Guide it is applicable to.
Guide Brief 1 - Characterize the Population (NIST Special Publication 1190GB-1) - provides additional rationale and guidance regarding the first part of Step 2 in the Guide, “Characterize social functions and dependencies,” which starts with “Characterize the population.”
Guide Brief 2 - Identify Social Institutions (NIST Special Publication 1190GB-2) - provides additional rationale and guidance regarding Step 2 in the Guide—“Understand the Situation” —for how to “Identify Social Institutions.”
Guide Brief 3 - Existing Community Resilience Activities Identifying Solutions to Address Resilience Gaps (NIST Special Publication 1190GB-3) - offers descriptions of and links to community resilience programs of leading U.S. communities that follow the process in the Guide or have common goals to those of the Guide or have common goals to those of the Guide. These examples may assist the community resilience planning team in developing practical solutions and implementation plans in Step 4.
Guide Brief 4 - Determining Anticipated System Performance (NIST Special Publication 1190GB-4) - supports Step 3, Determine Goals and Objectives. It provides guidance for determining the anticipated performance of building clusters and infrastructure systems when subjected to hazard events. This information is needed to complete the performance goals tables, establish existing system performance, and determine resilience gaps.
Guide Brief 4A - Example for Determining Anticipated Performance (NIST Special Publication 1190GB-4A) - provides an example of how to determine the anticipated performance of water and wastewater systems subjected to an earthquake and tsunami event. The methodology can be applied to all infrastructure systems. This Guide Brief is intended to be read with Guide Brief 4 and can also applied with Section 16 in Volume II of the Guide.
