Supporting access to finance for climate action
A guide to support the implementation of the Paris Agreement - Part one
This guide provides an introduction to climate finance and outlines its sources, how it is tracked, and the various existing funds. It provides an overview of the international climate finance architecture and the role of multilateral development banks, national funds and some regional climate funds. It also outlines the work of bilateral donors, the private sector and philanthropic organisations. Finally, this guide looks at decentralised access to climate finance at the local level and provides resources for the implementation of Nationally Determined Contributions (NDCs).
This guide aims to support Sida staff for the dialogue with, and support to, partner organisations in their implementation of the Paris Agreement. While there are many guides, tools and initiatives out there on NDCs and climate finance, this paper fills the need for guidelines relating NDCs and climate finance more closely to the development agenda in countries, and to the role of bilateral donors.
