COVID-19 recovery: A pathway to a low-carbon and resilient future
This brief introduces a framework to help countries tackle the climate crisis and build resilience as an integral part of their recovery from the coronavirus disease 2019 (COVID-19) pandemic. It guides them on how to identify a package of COVID-19 recovery interventions that will collectively achieve their recovery objectives and promote low-carbon and resilient development.
The proposed approach comprises the following steps (p. 4):
- Define a clear vision for a recovery that leads to a climate- and disaster-resilient future.
- Understand the drivers for integrating low-carbon and resilience considerations into recovery.
- Identify opportunities for national and subnational policies and plans to support a low-carbon and resilient recovery.
- Develop an assessment framework for identifying and prioritizing a package of interventions that support recovery while promoting low-carbon and resilient development.
