Sweden and the Sendai Framework for disaster risk reduction 2015-2030: A gap analysis
This study was commissioned by the Swedish Civil Contingencies Agency (MSB) for the purpose of using the results to develop a national action plan for DRR. The primary purpose of the study is to analyse the extent to which Sweden has implemented the Sendai Framework for Disaster Risk Reduction 2015-2030’s fifty-nine measures for the national and local levels, and which measures,or parts there of,should be developed to strengthen Sweden’s ability to meet the global targets. The study also reflects upon the relationship between DRR, Agenda 2030, and Climate Change Adaptation (CCA).
It is found that, while significant progress has been made which enhances Sweden’s DRR efforts, challenges persist which negatively affect Sweden’s performance in relation to the majority of the measures. Important areas for improvement include a more comprehensive understanding of risk; increased oversight, clarity and coherence ;increased funding for actors with significant responsibilities, including municipalities; the inclusion of vulnerable and marginalised groups into DRR polices and decision making processes; and further integration of DRR and CCA into the ongoing work on Agenda 2030.
