Local level implementation of the Hyogo Framework for Action: recommendations for the post-2015 framework for disaster risk reduction

The outcome of this working paper provides a contribution to the post-2015 framework for DRR consultations as it gives a useful insight on how local level resilience is addressed in the Europe region. The issue of conducting a survey on the state of local-level implementation of the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters (HFA) was discussed in early 2013 during the first meetings and phone conferences carried out within the framework of the European Forum for Disaster Risk Reduction (EFDRR) Working Group on “Local-level implementation of the HFA”. With the support of UNISDR, the member countries of the WG decided to conduct a survey to draw up an overall picture of the results achieved and shortcomings experienced by the different countries.
