Palestine: The Urban Planning and Disaster Risk Reduction Center at An-Najah participates in a seminar in Jericho / مركز التخطيط الحضري والحد من مخاطر الكوارث يشارك في ندوة بعنوان التخطيط الاستراتيجي للحد من مخاطر الكوارث في أريحا

A workshop on strategic planning for disaster risk reduction was organized at the Central Training Institute of the Palestinian Security Forces in Jericho. Participants included Major General Jum’a Al-Hamdallah, President of the Palestinian Training Body, Brigadier Wasef Eriqat, President of the National Agency for Disaster Risk Mitigation (NADRM) in Palestine, Dr. Jalal Dabbeek, Director of the Urban Planning and Disaster Risk Reduction Center at An-Najah and Vice President of NADRM, Engineer Arafat Buziya from Jawwal (Palestine Cellular Communications Company), Khaled Atyani from the Political Direction Body, Wala’ Aj’aj from the Urban Planning and Disaster Risk Reduction Center at An-Najah, in addition to the trainers and trainees.
At the beginning of the seminar Major General Al-Hamdallah welcomed the attendants and thanked the National Agency and An-Najah for their cooperation. Then he talked about the Institute, its establishment, development and achievements. He also familiarized the attendants with the Institute’s ambitions and future plans which indicated the advanced level that it attained with respect to preparing competent Palestinian military personnel.
Brigadier Eriqat spoke about the National Agency, its objectives, vision, and work plans. He also highlighted the Agency’s concern with building the capacity of the Palestinian society to deal with disastrous situations. Furthermore, he spoke about the role of National security forces in dealing with disasters and the importance of coordination and cooperation between theses forces and the institutions that work in the field of disaster management. He also pointed out the importance of training on possible scenarios and the implementation of field training.
In his speech, Dr. Dabbeek spoke about the basic concepts in the field of disaster risk assessment and risk management, integration and coordination, comprehensiveness in planning and the distribution of tasks, management and the Palestinian reality with its points of weakness and strength, the seismic risks in Palestine and the extent to which buildings are earthquake-resistant, as well as the importance of voluntary work and societal participation. Moreover, he spoke about the international regulations for building communities according to the international and regional systems including the Hyogo Framework for Action, the United Nations International Strategy for Disaster Reduction (UNISDR), and the Arab Strategy for Disaster Risk Reduction. He also emphasized the importance of municipalities’ and ministries’ commitment to the requirements and conditions of safe cities especially the ten essentials points that are included in the International Campaign “Making Cities Resilient”.
Dr. Dabbeek also introduced the attendants to the Center’s potentials, equipments, and devices to be used in detecting earthquakes and provided them with the Center’s website to get more information about this field.
Following that, the attendees’ questions regarding the issues of capacity building, self-reliance in disaster management, and the reduction of disasters risks were answered by the speakers.
Finally, Eriqat thanked the Training Institute and its staff for their cooperation and interest in the seminar and valued An-Najah’s contribution to the event; he also said the Agency is ready for more similar events in the future

عقد في معهد التدريب المركزي لقوى الأمن الفلسطيني بالتعاون مع الهيئة الوطنية للتخفيف من أخطار الكوارث ومركز التخطيط الحضري والحد من مخاطر الكوارث في جامعة النجاح ندوة علمية بعنوان: "التخطيط الاستراتيجي للحد من مخاطر الكوارث"، بحضور اللواء الركن جمعة الحمد الله، رئيس هيئة التدريب الفلسطيني، واللواء ركن متقاعد واصف عريقات، رئيس الهيئة الوطنية للتخفيف من أخطار الكوارث، ود. جلال الدبيك، مدير مركز التخطيط الحضري والحد من مخاطر الكوارث في جامعة النجاح ونائب رئيس الهيئة الوطنية، والمهندس عرفات بوزية من شركة جوال، وخالد عطياني من هيئة التوجيه السياسي عضوي الهيئة الإدارية للهيئة الوطنية، وولاء عجعج من مركز التخطيط الحضري في الجامعة، وضباط وضباط صف ومدربي المعهد إضافة إلى المتدربين وعددهم أربعمائة متدرب.
في بداية الندوة رحب اللواء الركن جمعه الحمد الله رئيس هيئة التدريب الفلسطيني بالحضور وشكر الهيئة الوطنية ومركز التخطيط الحضري وجامعة النجاح على تعاونهم، ثم استعرض اللواء جمعة مراحل بناء هيئة التدريب ونشأة المعهد وكيفية تطوره معددا أهم إنجازات الهيئة والمعهد، موضحا ذلك بعرض فيلم وثائقي، كما تم التعريف بطموحاتهم وخططهم المستقبلية، وهو ما يعبر عن مدى التقدم والمستوى الرفيع الذي حققته هيئة التدريب ومعهدها في مجال تهيئة الكفاءات العسكرية الفلسطينية على المستويات كافة، مما جعلها في الصفوف المتقدمة بين مثيلاتها من الدول، وهو ما يدخل السرور والأمل في النفوس.
من جانبه تحدث اللواء الركن المتقاعد واصف عريقات عن رسالة الهيئة الوطنية للتخفيف من أخطار الكوارث وأهدافها ورؤياها وخطط عملها وسعيها للمساهمة ببناء قدرات المجتمع الفلسطيني وتهيئته لمواجهة الكوارث، بتعميم المعرفة العلمية للإجراءات على المستويات كافة، كما تحدث عن دور قوات الأمن الوطني والمؤسسات الأمنية والشرطية في مواجهة الكوارث، وأهمية التعاون والتنسيق بينها وبين المؤسسات المعنية بإدارة الكوارث على أسس علمية، والتدريب المسبق على السيناريوهات المحتملة، وإجراء التطبيقات والمناورات الميدانية.
وقارن بين الحروب التي تخوضها الجيوش والكوارث التي تواجهها الجيوش والشعوب وهو ما يستدعي تجسير العلاقة بينهما والتدريب المشترك، ونوه إلى الدور الهام الذي يمكن للقوات أن تلعبه نتيجة لتدريبها وخبرتها في كيفية التعامل مع الشائعات وطرق دحضها أثناء مواجهة الكوارث .
وتناول الدكتور جلال الدبيك المفاهيم الأساسية في إدارة الكوارث، وتقييم المخاطر وتحليلها، والتكامل والتنسيق والشمولية في التخطيط وتوزيع المهمات، والإدارة والواقع الفلسطيني وما يحتويه من نقاط قوة وضعف في الحد من مخاطر الكوارث، وتطرق ايضا الى مخاطر الزلازل في فلسطين ومدى مقاومة الأبنية لها، وأهمية العمل التطوعي والمشاركة المجتمعية سواء كانوا أفراد أو مجموعات، وتحدث عن الضوابط العالمية لبناء المجتمعات وفقا للمنظومات الدولية والإقليمية، ومنها إطار عمل هيوغو والإستراتيجية الدولية “UNISDR” والإستراتيجية العربية للحد من مخاطر الكوارث، وعلى أهمية التزام البلديات والوزارات والمؤسسات ذات العلاقة لمتطلبات وشروط المدن الآمنة، وبشكل خاص النقاط العشرة الأساسية التي تضمنتها الحملة الدولية للمدن الآمنة.
كما أطلع د. جلال الحضور على إمكانيات المركز من معدات وتجهيزات في مجال رصد الزلازل وأطلعهم على موقع المركز وجامعة النجاح من اجل التواصل لمن يرغب في الحصول على مزيد من المعلومات في هذا المجال.
تم بعد ذلك الرد على الاستفسارات والإجابة على الأسئلة التي تدل على مدى اهتمام الحضور بموضوع بناء القدرات، والاعتماد على الذات في إدارة الكوارث وكيفية التقليل من مخاطرها، وفي مقدمتها آلية التنسيق والتعاون بين جميع المعنيين بإدارة الكوارث.
وفي الختام شكر اللواء عريقات هيئة التدريب العسكري ورئيسها اللواء حمد الله وضباط وضباط صف الهيئة والمعهد على جهودهم وعطاؤهم الدائم، وأكد على الاستعداد الدائم لمواصلة مثل هذه الأنشطة، وكما قدم الشكر لجامعة النجاح على تعاونها المستمر في هذا المجال الهام.
