A Daily Yomiuri editorial reminds that Sept. 1 is designated Disaster Prevention Day in Japan, because on that date in 1923 the Great Kanto Earthquake struck, leaving more than 100,000 people dead. It invites local governments to learn from experience by conducting drills and urges utilities, such as electric power companies, to make efforts to boost their preparedness for a major earthquake or tsunami.
