Japan will develop an emergency flash report system to tell people when Pacific coast tsunami will arrive, officials said Wednesday, as reported by the Japan Times. Hiromiki Terada, chief of the ministry's earthquake and disaster prevention department, said the ministry will join the Meteorological Agency to "complete the new observation network within several years."
