Philippines: RDRRMC urged to draw up plans and prepare at all times

Calamba City - P/C SUPT Samuel D. Pagdilao, Jr., Regional Director, Philippine National Police (PNP) Police Regional Office IV-A urged members of the Regional Disaster Risk Reduction and Management Council (RDRRMC IV-A) in a meeting held recently at the PNP Multi-purpose Center, Camp Vicente Lim to come up plans and prepare to address any given disaster.

Pagdilao said, he will preside the full council meeting pending the appointment of the new chairman Vicente F. Tomazar, Regional Director, Office of the Civil Defense IV-A, who is out of town attending to a very important activity.

The salient features of the new law (RA 10121) known as the Philippine Disaster Risk Reduction and Management Act of 2010 and its implementing rules and regulation (IRR) were the focused of discussions due to some changes relative to disaster management.

It was noted under the new law (RA 10121) that the Chairman of the RDRRMC is the Office of the Civil Defense; Vice Chairman for Disaster Preparedness, Department of Interior and Local Government; Vice Chairman for Disaster Response, Department of Social Welfare and Development; Vice Chairman for Disaster Prevention and Mitigation, Department of Science and Technology; and Vice Chairman for Disaster Rehabilitation and Recovery is the National Economic and Development Authority.

Also the establishment of Local Disaster Risk Reduction Management Office (LDRRMO) in every province, city and municipality, initially composed of three staff responsible for administration and training, research and planning, and operations and warning.

Part of the meeting is the presentation of 4th quarter 2010 plans and programs of the Local Government Units with emphasis on preparedness, Response, Prevention and Mitigation as well as Rehabilitation and recovery.

The presiding officer mentioned that the lessons of typhoon Ondoy is still very fresh, so he reminded members anent to plans and programs for the council to be ready at all times. (PIA Calabarzon)
