In this opinion piece from the Business Mirror, Sen. Edgardo Angara talks about the establishment of a Disaster Risk Management Training Center (DMTC) in his home province of Aurora, with the help of Pagasa and Japan’s Hyogo Prefecture, and one week after typhoon Basyang caught Metro Manila by surprise. It is aimed to serve as a model for other DMTCs in the Philippines and intends to assist national agencies to lead recovery and rehabilitation in the wake of calamities by developing plans and programmes aimed at reducing social, environmental and institutional vulnerabilities.
