Mainstreaming disaster risk reduction in urban planning practice in Tanzania: AURAN phase II

This document reports on a project which aims at mainstreaming of disaster risk reduction in urban physical planning practice in Tanzania, using flooding disaster in Bonde la Mpunga as a case study. Its objectives are: (i) determining of the major land uses that are affected by floods in the study area; (ii) documenting the main types of housing development in the area; (iii) mapping the magnitude of floods in the area; (iv) mapping the existing drainage channels in the area; (v) establishing the key stakeholders in solving the flooding problems in the areas; (vi) studying and documenting the key interventions implemented in solving the flooding problem in the area; (vii) establishing the extent in which the views of the local communities have been taken into account by the municipal authorities while developing or implementing development interventions in the area; (viii) establishing the extent in which disaster risk reduction issues are incorporated in the existing planning guidelines; (ix) improving the existing planning guidelines by including the disaster risk reduction issues.
The report is organized in eleven parts. The first five parts covers the introduction, background to the research project, the problem that this research project is addressing, the objectives and the methodology used to carry out the research project. Part five through part ten dwell on the discussion of the findings, the technical proposal for addressing flooding hazard within the case study area, proposals for mainstreaming disaster risk reduction concepts in the urban planning practice, lessons learnt from the project and the way forward. The last part which is part eleven contains the financial report pertaining to the implementation of various activities of the research project.
This publication is the result of a ProVention and UNDP’s BCPR supported applied research on patterns of urban risk – particularly in informal and poor urban settlements - by six Africa-based partners. For Tanzania, Ardhi University is focusing on the Msasani Bonde la Mpunga informal settlement in Dar-es-Salaam, where the project is integrating disaster risk reduction with urban planning practice.
