Governance for community-based adaptation
This paper discusses measures that national governments will need to put in place to ensure that adaptation funding supports those most vulnerable to climate change. It states that the greatest vulnerabilities are found amongst the poorest and most marginalised people within countries and calls for a substantial proportion of the funding provided for adaptation to be allocated and channelled to these communities, to enable them to cope with and respond to the challenges of climate change. Its aim is to demonstrate that the large-scale, widespread implementation of successful community-level programmes is possible.
