Capacity needs assessment in disaster risk reduction: county, district and community assessment
This report aims to assess capacities and gaps in disaster risk management at sub-national levels of government in Liberia, where communities face floods, windstorms, fire, and sea erosion. The specific objectives were to: (i) review structures and mechanism for management and coordination of disaster risk management at County, District and Community levels; (ii) assess existing capacities and practices in disaster risk management and identify gaps; and (iii) update and finalize the National Action Plan for capacity development in disaster risk reduction. It places the highest priority on adoption of the policy and the enactment of the enabling legislation as a necessary condition for building capacity in disaster risk reduction.
