Adaptive learning in climate risk management: reflections on capacity building of livelihoods adaptation to climate change (Phase-II) in Bangladesh - Final report
This document reports on the Livelihoods Adaptation to Climate Change Phase II (LACC II) project that aimed to strengthen disaster risk reduction and climate change adaptation capacities for sustainable livelihoods and food security in the rural sectors including crops, livestock, fisheries and forestry and other key factors of rural livelihoods in drought prone and coastal regions of Bangladesh. Building on and using the human resources and capacities of several technical departments, the project, led by the Department of Agricultural Extension, had (i) strengthened institutional and technical capacities for improved adaptation to climate variability and change at all relevant levels, addressing climate information needs, knowledge gaps, key skills and competencies, and technology needs, and (ii) implemented in a participatory way and jointly with local communities good practices and strategies to effectively address climate variability and change, and related natural disasters.
This report documents the ADPC inputs to the project and provides details on: a) Capacity building of DAE staffs and agriculture sector professionals in climate change and climate forecast applications; b) how an adaptive learning environment was developed in agriculture sector involving other sectors and national hydro-meteorological service source agencies; and c) an easily understandable analysis of future climatic risks in the present context of coastal areas of Bangladesh. The report was written with the aim of being very usable and understandable in a manner that would help the agriculture and allied sector professional in Bangladesh and other agrarian countries with a treat to changing climate.
