Disaster risk management for insecure contexts
This briefing paper explores an expanded notion of risk and resilience, what has been done before on the ground, the overlaps with programming in insecurity contexts, and concludes with some key principles and suggestions for adapted Disaster Risk Management (DRM) programming.
Recommendations are made that are essentially different initiatives that aim to unite donor and multilateral mechanisms and policy, different actors and programming toolboxes in order to manage all forms of risk for communities in both stable and instable contexts. This initiative aims to bring together the DRM, conflict and fragile states aid communities, emphasising action at a community level.
